Service Scope and Limitations

Effective date: September 30, 2026

Next Level Bids provides practical proposal, procurement, fairness-monitoring, training, and advisory support. The exact scope depends on the service or package purchased.

RFP Express packages

RFP Express packages provide a defined amount of professional review or support time. The scope and priorities for each engagement will be agreed with the client based on the documents provided, submission deadline, complexity of the procurement, and number of hours purchased.

If the full amount of purchased time is not required, unused hours will remain as a credit for future eligible Next Level Bids services, subject to any applicable expiry, scheduling, or service conditions stated in these policies.

If the requested work exceeds the purchased hours, Next Level Bids will complete work up to the available paid time and provide the client with the review materials, findings, recommendations, or other work product completed within that time. Where additional work is recommended, Next Level Bids will provide an estimate of the additional time or fees required before continuing.

Purchased time may be used for mandatory-requirement review, compliance checks, evaluation-criteria analysis, proposal structure review, response-strength review, mock scoring, pricing presentation review, clarification questions, targeted recommendations, and final quality-control review.

The package does not automatically include complete proposal writing, full bid management, legal review, technical validation, pricing creation, graphic design, translation, or submission of the bid.

RFP Express packages are intended to provide a fast-start option for clients who want work to begin quickly, including requests received during evenings or weekends, subject to resource availability. Clients who want a more precise scope and estimate before purchasing may book a consultation with Next Level Bids.

The package does not automatically include complete proposal writing, full bid management, legal review, technical validation, pricing creation, graphic design, translation, or submission of the bid.

Government procurement support

Government-side procurement support may include procurement planning, market research, RFP development, RFP review, evaluation-framework development, evaluation-process support, procurement documentation, procurement training, debriefing support, and related advisory services.

The government client remains responsible for authority, approvals, procurement decisions, legal compliance, records, communications, evaluation decisions, contract award, and final publication or submission.

Fairness monitoring

Fairness monitoring may include reviewing the procurement process against the agreed fairness mandate, identifying procedural concerns, documenting observations, attending meetings, reviewing communications, and preparing fairness observations or reports.

Unless expressly agreed otherwise, fairness monitoring does not include making procurement decisions, scoring or ranking proposals, selecting a successful supplier, acting as legal counsel, advocating for a bidder or government institution, guaranteeing that no complaint or challenge will occur, or replacing the authority of the procurement lead or evaluation committee.

RFP development and review

RFP development and review may include requirements, evaluation criteria, rated criteria, mandatory requirements, pricing schedules, contract terms, procurement timelines, submission instructions, accessibility considerations, and process documentation.

The client remains responsible for confirming that all requirements, evaluation criteria, specifications, legal terms, approvals, budgets, and procurement decisions are appropriate and authorized.

Training

Training may be provided to government procurement teams, private-sector suppliers, or other organizations. Training is educational and does not replace the client’s policies, legal advice, delegated authority, internal approvals, or professional judgment.

Training materials may contain general examples and should not be treated as advice about a specific live procurement unless a separate engagement expressly covers that procurement.

Supplier and government engagements

Next Level Bids may support government-side and supplier-side clients on separate procurements. It will not knowingly support both sides on the same procurement or substantially related procurement where the work could create an actual, potential, or reasonably perceived conflict.

Client materials

The client must provide the complete and current RFP, applicable addenda, proposal drafts, pricing information, deadlines, and other documents needed for the requested work.

We may identify apparent gaps, risks, or weaknesses based on the material provided. We cannot confirm facts, certifications, technical claims, references, pricing, legal compliance, or representations that only the client can verify.

Time and deadlines

Work is scheduled based on availability and the information received. Rush work, weekend work, work involving late materials, or work requiring significant rework may require separate written approval and additional fees.

The client remains solely responsible for meeting the issuing organization’s submission deadline and confirming that the final response has been submitted correctly.

Out-of-scope work

Unless expressly included in writing, services do not include legal opinions, technical certification, independent verification of client claims, financial-statement preparation, creation of pricing or costing models, obtaining third-party signatures or certifications, responding to all RFP sections, submitting a proposal on behalf of a client, or guaranteeing compliance with every law, regulation, trade agreement, or issuing-body requirement.

Client approval

The client must review and approve all final content, recommendations, prices, claims, certifications, and submission materials. The client is responsible for the final response and all consequences of submitting it.

No result guarantee

Our review may improve clarity, compliance, organization, and competitiveness, but it does not guarantee a particular score, shortlist, award, revenue amount, or procurement result.
