Meet Our Founder
Gavin is the founder and lead consultant at Next Level Bids.
He has over 15 years of experience in public procurement, sourcing, and vendor management across multiple countries, including Canada, United States and the Caribbean.
Gavin has managed and evaluated multimillion-dollar procurements in healthcare, infrastructure, IT, and international development. His work has supported organizations funded by the World Bank, Inter-American Development Bank (IDB), UNDP, and several national governments.
Earlier in his career, Gavin trained hundreds of businesses in procurement practices for the offshore oil and gas sector, helping local suppliers qualify and win contracts with ExxonMobil and Tier 1 prime contractors.
This combination of government and industry experience gives Gavin a unique perspective — he understands exactly how evaluators think, how scoring works, and what separates an average proposal from a winning one.
